Payment Billing Cancellation and Refund Policy
1. Purpose
This Policy explains the general rules applied by Blink Group (“Blink”) to billing, payment, cancellation and refunds in connection with its services. Its purpose is to make the relevant financial obligations and procedures clear before a service begins and throughout its delivery.
2. Scope and order of precedence
This Policy applies to Blink’s corporate and business clients unless otherwise agreed in writing. It must be read together with the applicable agreement, proposal, scope of work and approved schedules.
If there is an inconsistency, the more recent and service-specific document prevails in the following order: the signed agreement, a signed change order, the proposal, scope of work or schedule, the approved service guide, and then this Policy. Nothing in this Policy limits any right or obligation that cannot lawfully be excluded under the applicable law.
3. Fees and taxes
Fees are stated in the approved proposal, agreement or invoice. VAT and any other legally applicable governmental tax or charge will be added unless the relevant document expressly states that it is included.
4. Invoices and payment methods
Blink issues invoices in accordance with the agreed payment schedule. Payment may be made through a payment link, bank transfer or another method stated on the invoice. Payment is complete only when cleared funds are actually received in Blink’s account.
The Client must provide accurate billing details and promptly notify Blink of any change. A minor error in invoice details does not invalidate the underlying payment obligation where the service, Client and amount due can be clearly identified.
5. Payment timing by service type
- Recurring monthly services: payable in advance for each service cycle on the date stated in the agreement or invoice.
- Fixed-scope projects: payable by stages or instalments under the approved payment schedule. Blink is not required to begin the next stage before its payment falls due unless Blink agrees otherwise in writing.
- Advisory services and one-off sessions: payable in full in advance unless the proposal or agreement states a different arrangement.
6. Paid Clarity Session
The session fee becomes non-refundable once the booking is confirmed. The Client may reschedule once by giving at least 24 hours’ notice. A late cancellation or failure to attend is treated as full use of the session unless Blink agrees to an exception in writing.
7. Third-party costs and advertising budgets
Blink’s fees do not include advertising spend, software licences, hosting, domains, templates, fonts, stock assets or third-party services unless the approved commercial document states otherwise. The Client is responsible for these costs and for any non-cancellable commitment made by Blink with the Client’s approval.
8. Payment and transfer charges
Blink bears the ordinary merchant processing fee charged by its payment provider. The Client bears charges imposed by its own bank, transfer, currency-conversion or intermediary-bank fees, and any costs arising from an unjustified chargeback of a valid payment.
9. Invoice disputes
A specific and reasoned invoice dispute must be submitted within five business days after the invoice date unless the agreement provides a different period. The Client must pay the undisputed portion on time. Failure to dispute an invoice does not waive any right that cannot lawfully be waived.
10. Late payment and service suspension
If an amount is not paid when due, Blink may, after notifying the Client, postpone commencement, suspend the service, or withhold deliverables and related access. A suspension does not cancel accrued fees or automatically extend the delivery schedule.
If non-payment continues for the period stated in the agreement, Blink may terminate the agreement and claim the amounts and compensation provided for in it. Service may resume after all arrears are paid and Blink accepts a revised restart schedule, subject to team and platform availability.
11. Cancellation before a monthly service begins
The agreement governs a request to cancel a monthly service before its start date. If the agreement is silent, an amount paid may be refunded where the cancellation request is received at least 14 calendar days before the start date, less completed preparation and non-refundable external costs. If the request is received within the 14 days before commencement, Blink may retain an amount reflecting preparation, reserved resources and committed costs, up to the amount paid for the relevant cycle.
12. Cancellation of fixed-scope projects
If the Client cancels a project after work has started, Blink is entitled to payment for completed or approved stages, the proportionate value of work performed in the current stage, non-cancellable external costs, and compensation equal to 10% of the unperformed balance, unless the agreement provides otherwise. Any compensation remains subject to mandatory law and the authority of the competent court where applicable.
13. Cancellation of advisory services
The timing and charges stated in the agreement or booking confirmation apply. If there is no specific term, an advisory service may be cancelled at least three business days before it begins, with a refund of the amount paid after deducting preparation and non-refundable costs. If cancellation occurs within three business days before the appointment, Blink may retain 25% of the fee. Once delivery begins, the full fee is non-refundable.
14. Termination of monthly services
The service agreement governs the initial commitment, notice period and consequences of termination. If the Client terminates during the initial commitment period, the current month’s fee and compensation equal to one additional monthly fee may become payable where the agreement expressly provides for it.
Digital Foundation exception: no additional one-month early termination compensation applies to this package. The current service month remains non-refundable once its cycle has begun.
The Client’s decision not to use the service, or a delay in providing materials or approvals, does not automatically suspend the fees. The agreement and the Service Delivery and Client Responsibilities Policy govern the consequences of such delay.
15. Non-refundable items
Unless the law or the agreement requires otherwise, no refund is due for:
- work performed or a stage commenced with the Client’s approval;
- time or resources reserved for the Client that could not reasonably be reassigned;
- non-cancellable third-party costs, licences or purchases;
- a monthly service cycle that has already begun;
- delay or inability to perform caused by the Client’s failure to provide required information, materials, access or approvals; or
- a change of mind or discontinued use where the service was delivered within the agreed scope.
16. Remedying a service issue
If the Client alleges a material deficiency in a paid service, it must notify Blink in writing, clearly describe the issue and allow a reasonable opportunity to investigate and remedy it. Depending on the circumstances, the appropriate remedy may be re-performance, correction, a service credit or a refund of the affected portion. A full refund does not arise automatically where the issue can be remedied or affects only a limited part of the service.
17. Refund method and timing
All refund requests are subject to review and approval. Where possible, an approved refund will be returned to the original payment method within 14 business days after approval. The Client’s bank or payment provider may require additional time to post the funds. Blink is not responsible for delays outside its control.
18. Chargebacks and payment reversals
The Client must contact Blink first to resolve a payment concern. Filing a chargeback or reversal request for a valid transaction without a legitimate basis is a breach of the payment obligation. Blink may suspend services and recover the reasonable costs incurred in responding to the claim, without limiting its other rights.
19. Renewal and recurring payments
No recurring charge will be made without express consent or a valid payment mandate. Monthly services renew in accordance with the agreement until they expire or are terminated in the required manner. Cancelling a payment method does not, by itself, constitute notice of termination.
20. Fee changes
Blink may change fees for a future service cycle by giving reasonable written notice. A change will not apply retrospectively to accrued fees or a fixed-price period unless it results from a change in tax or government charges, or from a change in scope approved by the Client.
21. Events outside reasonable control
Neither party is liable for delay caused by an event outside its reasonable control. Amounts due for work already performed and committed costs remain payable. The parties will cooperate on a practical restart or rescheduling arrangement where possible.
22. Policy updates
Blink may update this Policy from time to time. The version published when an order is placed or the relevant service cycle begins will apply unless the law requires otherwise. An update does not retrospectively amend an existing agreement without consent where consent is required.

سياسة الدفع والفوترة والإلغاء والاسترداد
1. الغرض من السياسة
توضح هذه السياسة القواعد العامة التي تطبقها بلينك غروب («بلينك») على الفوترة والدفع والإلغاء والاسترداد فيما يتعلق بخدماتها. وهي تهدف إلى توضيح الالتزامات المالية والإجراءات ذات الصلة قبل بدء الخدمة وأثناء تنفيذها.
2. نطاق التطبيق وأولوية المستندات
تسري هذه السياسة على عملاء بلينك من الشركات والجهات التجارية، ما لم يُتفق كتابةً على خلاف ذلك. وتُقرأ مع العقد أو العرض أو نطاق العمل وملحقاته المعتمدة.
عند وجود تعارض، تكون الأولوية للمستند الأحدث والأكثر تخصيصاً للخدمة، وفق الترتيب الآتي: العقد الموقع، ثم أمر التغيير الموقع، ثم العرض أو نطاق العمل أو الملحق، ثم دليل الخدمة المعتمد، ثم هذه السياسة. ولا تنتقص هذه السياسة من أي حقوق أو التزامات آمرة يقررها القانون الواجب التطبيق.
3. الأسعار والضرائب
تُحدد الرسوم في العرض أو العقد أو الفاتورة المعتمدة. وتضاف ضريبة القيمة المضافة وأي ضرائب أو رسوم حكومية واجبة قانوناً، ما لم يرد نص صريح بأن السعر شامل لها.
4. الفواتير ووسائل الدفع
تصدر بلينك الفواتير وفق جدول الدفع المتفق عليه. ويجري السداد عبر رابط الدفع أو التحويل المصرفي أو أي وسيلة أخرى مبينة في الفاتورة. ويُعد الدفع مكتملاً عند استلام المبلغ المقيد فعلياً لحساب بلينك.
على العميل تزويد بلينك ببيانات فوترة صحيحة وإبلاغها فوراً بأي تغيير. ولا يؤثر الخطأ البسيط في بيانات الفاتورة في أصل الاستحقاق متى كانت الخدمة والعميل والمبلغ المستحق قابلة للتحديد بوضوح.
5. مواعيد الدفع بحسب نوع الخدمة
- الخدمات الشهرية المتكررة: تُدفع مقدماً عن كل دورة خدمة، وفق التاريخ المحدد في العقد أو الفاتورة.
- المشروعات محددة النطاق: تُدفع على مراحل أو دفعات وفق جدول الدفع المعتمد، ولا تبدأ المرحلة التالية قبل استحقاق دفعتها ما لم توافق بلينك كتابةً.
- الخدمات الاستشارية أو الجلسات المنفردة: تُدفع مقدماً بالكامل، ما لم ينص العرض أو العقد على ترتيب مختلف.
6. جلسة Clarity Session المدفوعة
يصبح رسم الجلسة غير قابل للاسترداد بعد تأكيد الحجز. ويجوز للعميل إعادة الجدولة مرة واحدة إذا قدم إشعاراً قبل الموعد بما لا يقل عن 24 ساعة. أما الإلغاء المتأخر أو عدم الحضور فيُعامل على أنه استخدام كامل للجلسة، ما لم توافق بلينك كتابةً على استثناء.
7. تكاليف الأطراف الثالثة والميزانيات الإعلانية
لا تشمل رسوم بلينك ميزانيات الإعلانات أو تراخيص البرامج أو الاستضافة أو النطاقات أو القوالب أو الخطوط أو الصور أو خدمات الأطراف الثالثة، إلا إذا نص المستند التجاري المعتمد على خلاف ذلك. ويتحمل العميل هذه التكاليف، كما يتحمل أي مبالغ غير قابلة للإلغاء التزمت بها بلينك بناءً على موافقته.
8. رسوم الدفع والتحويل
تتحمل بلينك رسوم المعالجة الاعتيادية التي يفرضها مزود الدفع على التاجر. ويتحمل العميل الرسوم التي يفرضها مصرفه، ورسوم التحويل أو تحويل العملة أو المصارف الوسيطة، وأي تكاليف تنشأ عن اعتراض غير مبرر على عملية دفع صحيحة.
9. الاعتراض على الفاتورة
يجب إرسال أي اعتراض محدد ومسبب على الفاتورة خلال خمسة أيام عمل من تاريخ إصدارها، ما لم يحدد العقد مدة أخرى. ويلتزم العميل بسداد الجزء غير المتنازع عليه في موعده. ولا يعد عدم الاعتراض تنازلاً عن حق لا يجوز التنازل عنه قانوناً.
10. التأخر في السداد وتعليق الخدمة
إذا لم يُسدد مبلغ مستحق في موعده، يحق لبلينك إيقاف بدء العمل أو تعليق الخدمة أو حجب التسليمات والوصول المرتبط بها بعد إخطار العميل، وذلك دون أن يعد التعليق إلغاءً للرسوم المستحقة أو تمديداً تلقائياً للجدول الزمني.
إذا استمر عدم السداد للمدة المحددة في العقد، جاز لبلينك إنهاء العقد والمطالبة بالمبالغ والتعويضات المقررة فيه. وتستأنف الخدمة بعد سداد المتأخرات وقبول بلينك جدول الاستئناف، مع مراعاة توافر الفريق والمنصات.
11. الإلغاء قبل بدء خدمة شهرية
إذا طلب العميل إلغاء خدمة شهرية قبل تاريخ بدئها، تطبق أحكام العقد. وعند عدم وجود حكم خاص، يجوز استرداد المبلغ المدفوع إذا وصل طلب الإلغاء قبل موعد البدء بأربعة عشر يوماً تقويمياً على الأقل، بعد خصم الأعمال التحضيرية المنفذة والتكاليف الخارجية غير القابلة للاسترداد. وإذا ورد الطلب خلال الأربعة عشر يوماً السابقة للبدء، تحتفظ بلينك بما يغطي التحضير والموارد المحجوزة والتكاليف الملتزم بها، على ألا يتجاوز ذلك المبلغ المدفوع عن الدورة ذات الصلة.
12. إلغاء المشروعات محددة النطاق
إذا ألغى العميل مشروعاً بعد بدء العمل، يستحق لبلينك: قيمة المراحل المكتملة أو المعتمدة، والقيمة النسبية للعمل المنفذ في المرحلة الجارية، والتكاليف الخارجية غير القابلة للإلغاء، إضافة إلى تعويض يعادل 10٪ من قيمة الجزء غير المنفذ، ما لم يقرر العقد حكماً مختلفاً. ويظل أي تعويض خاضعاً للأحكام الآمرة وسلطة المحكمة المختصة حيث تنطبق.
13. إلغاء الخدمات الاستشارية
تطبق المواعيد والرسوم المبينة في العقد أو تأكيد الحجز. وعند عدم وجود حكم خاص، يجوز إلغاء الخدمة الاستشارية قبل بدئها بثلاثة أيام عمل على الأقل واسترداد ما دفع بعد خصم التحضير والتكاليف غير القابلة للاسترداد. وعند الإلغاء خلال ثلاثة أيام عمل من الموعد، يحق لبلينك الاحتفاظ بنسبة 25٪ من الرسم. وبعد بدء الخدمة يصبح الرسم كاملاً غير قابل للاسترداد.
14. إنهاء الخدمات الشهرية
تخضع مدة الالتزام والإشعار وآثار الإنهاء للعقد الخاص بالخدمة. وإذا أنهى العميل الخدمة خلال مدة الالتزام الأولية، فقد يستحق رسم الشهر الجاري وتعويض يعادل رسم شهر إضافي، متى نص العقد على ذلك.
استثناء Digital Foundation: لا يستحق تعويض إنهاء مبكر يعادل شهراً إضافياً لهذه الباقة. ويظل رسم شهر الخدمة الجاري غير قابل للاسترداد بعد بدء الدورة.
لا يؤدي توقف العميل عن استخدام الخدمة أو تأخره في إرسال المواد أو الموافقات إلى تعليق الرسوم تلقائياً. وتعالج آثار هذا التأخر وفق العقد وسياسة تسليم الخدمات ومسؤوليات العميل.
15. الحالات غير القابلة للاسترداد
ما لم يوجب القانون أو العقد خلاف ذلك، لا يرد أي مبلغ عن:
- عمل نُفذ أو مرحلة بدأت بناءً على موافقة العميل؛
- وقت أو موارد حُجزت للعميل وتعذر إعادة تخصيصها بصورة معقولة؛
- تكاليف خارجية أو تراخيص أو مشتريات غير قابلة للإلغاء؛
- دورة خدمة شهرية بدأت بالفعل؛
- تأخير أو تعذر ناتج عن عدم تقديم العميل المعلومات أو المواد أو الصلاحيات أو الموافقات المطلوبة؛
- تغيير رأي العميل أو توقفه عن استخدام خدمة أُديت وفق النطاق المتفق عليه.
16. معالجة القصور في الخدمة
إذا ادعى العميل وجود قصور جوهري في خدمة مدفوعة، فعليه إخطار بلينك كتابةً مع بيان واضح للمشكلة ومنحها فرصة معقولة للتحقق والمعالجة. ويكون العلاج المناسب، بحسب طبيعة الحالة، إعادة التنفيذ أو التصحيح أو رصيداً خدمياً أو استرداد الجزء المتأثر. ولا ينشأ حق تلقائي في استرداد كامل الرسوم إذا كان القصور قابلاً للمعالجة أو كان جزءاً محدوداً من الخدمة.
17. طريقة الاسترداد ومدته
تخضع جميع طلبات الاسترداد للمراجعة والموافقة. ويعاد المبلغ، متى أمكن، إلى وسيلة الدفع الأصلية خلال أربعة عشر يوم عمل من تاريخ الموافقة. وقد يستغرق ظهوره في حساب العميل مدة إضافية يحددها المصرف أو مزود الدفع. ولا تتحمل بلينك التأخير الواقع خارج سيطرتها.
18. الاعتراضات المصرفية وعمليات رد المبالغ
على العميل التواصل مع بلينك أولاً لمعالجة أي نزاع متعلق بالدفع. ويعد تقديم اعتراض مصرفي أو طلب رد مبلغ عن عملية صحيحة دون أساس مشروع إخلالاً بالتزام الدفع. ويحق لبلينك تعليق الخدمات واسترداد التكاليف المعقولة التي تكبدتها لمعالجة الاعتراض، دون مساس بحقوقها الأخرى.
19. التجديد والدفع المتكرر
لا يجري خصم متكرر إلا بناءً على موافقة صريحة أو تفويض صالح. ويستمر تجديد الخدمات الشهرية وفق العقد حتى انتهاءها أو إنهائها بالطريقة المحددة فيه. وإلغاء وسيلة الدفع لا يعد، بذاته، إشعاراً بإنهاء العقد.
20. تعديل الرسوم
يجوز لبلينك تعديل رسوم دورة مستقبلية بعد تقديم إشعار كتابي معقول. ولا يسري التعديل بأثر رجعي على رسوم استحقت أو مدة ثابتة السعر، إلا إذا كان سببه تغييراً في الضرائب أو الرسوم الحكومية أو نطاق الخدمة وافق عليه العميل.
21. الظروف الخارجة عن السيطرة
لا يعد أي طرف مسؤولاً عن تأخير سببه ظرف خارج عن سيطرته المعقولة، مع بقاء المبالغ المستحقة عن الأعمال المنفذة والتكاليف الملتزم بها واجبة السداد. ويتعاون الطرفان لوضع ترتيب عملي للاستئناف أو إعادة الجدولة متى أمكن.
22. تحديث السياسة
يجوز لبلينك تحديث هذه السياسة من وقت إلى آخر. تسري النسخة المنشورة عند إبرام الطلب أو بدء دورة الخدمة المعنية، ما لم يقتض القانون خلاف ذلك. ولا يغير تحديث السياسة عقداً سارياً بأثر رجعي دون موافقة حيث تكون الموافقة مطلوبة.

ترسل طلبات الفوترة أو الإلغاء أو الاسترداد كتابةً إلى: info@blinkuae.com. ويجب أن يتضمن الطلب اسم العميل ورقم الفاتورة والخدمة المعنية وسبب الطلب.
